The Social Vulnerability Index (SVI) Tool Handbook#

This handbook is for local authorities, stakeholders and decision makers who are looking to implement and integrate a social vulnerability to environmental hazards index into services and tools aimed to reduce risk from environmental hazards and support the implementation of adaptation plans.
The tool is designed to assess communities’ vulnerability to climate hazards such as flooding, extreme heat and drought.
